Position Summary:

The IT Infrastructure & Operations Lead, China is responsible for the day-to-day management and continuous improvement of IT infrastructure and end-user services across China operations. This role ensures stable, secure, and compliant IT services to support preclinical teams and corporate functions, while aligning with global IT standards and strategy. This role also serves as the local point of contact for infrastructure security and operational risk in China, working closely with Global IT Infrastructure and Global Cybersecurity teams to ensure local execution aligns with global standards, policies, and governance.

Job Responsibilities:

IT Infrastructure & Network Operations

  • Own and manage China office and lab IT infrastructure, including networks, servers, cloud services, etc.
  • Take full ownership of local network operations, including monitoring, maintenance, troubleshooting, and coordination with Global IT for complex issues.
  • Proactively assessing network performance and stability, identify risks, and drive improvements when needed.
  • Select, manage, and evaluate local IT vendors to ensure network reliability, service quality, and continuous optimization.

IT Facilities & End-User Environment

  • Ensure regular maintenance and health checks of office and lab IT facilities, including meeting room systems, workstations, and related infrastructure.
  • Establish and implement mechanisms for routine IT facility inspection, issue detection, and troubleshooting.
  • Oversee end-user IT services, including laptops, workstations, mobile devices, and IT accessories.
  • Manage Helpdesk operations, including asset lifecycle management and maintenance of IT equipment and accessory purchasing logs.

IT Service Management & Change Control

  • Manage IT incident, problem, and change management processes for China operations.
  • Act as the escalation point for major or high-impact IT incidents and ensure timely resolution.
  • Conduct root cause analysis and drive corrective and preventive actions to improve service stability.
  • Establish and enforce change control processes for systems that may impact China IT or network environment (e.g., Zscaler), coordinating closely with Global IT before implementation.

Cybersecurity, Risk Management & Global IT Collaboration

  • Serve as the first line of defense for China IT infrastructure and end-user environment, identifying, triaging, and responding to local infrastructure and security risks.
  • Ensure consistent implementation of Global IT and cybersecurity controls across China operations, including network security, endpoint protection, identity and access management, and logging/monitoring requirements.
  • Act as the primary escalation point for China IT infrastructure and security incidents, coordinating local response and timely escalation to Global IT Infrastructure and Global Cybersecurity teams in accordance with global incident management processes.
  • Support cybersecurity investigations, audits, and risk assessments impacting China IT infrastructure, ensuring systems remain secure, compliant, and audit-ready.
  • Partner closely with Global IT to evaluate the local impact of new global systems, tools, or security controls, providing China-specific input and supporting local implementation.

Business IT Support

  • Provide IT solutions to support China team day-to-day operations.
  • Own and manage China local processes for IT tool access and authorization.
  • Support software license procurement and renewal for Discovery teams and other local users, ensuring continuity and compliance.
  • Drive collaboration between China business teams and Global IT to assess, select, and implement systems that support Discovery and operational needs.

Vendor & Outsourcing Management

  • Oversee Helpdesk and outsourced IT support resources in China.
  • Regularly assess workload, efficiency, and service quality of outsourced resources and adjust support models as needed.
  • Manage vendor performance, contracts, and costs in alignment with service expectations and budget.

Global IT Liaison & Stakeholder Communication

  • Serve as the primary IT contact for China and represent Shanghai/China users in Global IT discussions.
  • Participate in early-stage evaluation of new global systems, providing timely feedback and local requirement input.
  • Facilitate effective communication between Shanghai business owners, IT Business Partners (ITBP), and Global IT teams.
  • Provide regular updates to management on IT operations, risks, incidents, and improvement initiatives.

Qualifications:

  • Bachelor’s degree or above in Information Technology, Computer Science, or related discipline.
  • 8+ years of experience in IT infrastructure and operations, preferably supporting office or R&D environments. Proven leadership in managing local IT teams and third-party service providers.
  • Solid hands-on experience with enterprise IT infrastructure, networking, cloud platforms, and end-user computing.
  • Knowledge of IT architecture design, project management, and IT support for early research and clinical data management environments is a plus.
  • Experience working with local IT vendors and managed service providers in China.
  • Good understanding of IT security, data protection, and compliance requirements in China.
  • Strong sense of ownership, service mindset, and problem-solving ability.
  • Good communication skills in both Mandarin and English, able to work effectively in a global environment.

The exact base pay offered for this role will depend on various factors, including but not limited to the candidate’s geography, qualifications, skills, and experience.

At Structure, base pay is only one part of your total compensation package. The successful candidate will be eligible for an annual performance incentive bonus, new hire equity, ongoing performance-based equity and various benefits offerings.
